
Following our announcement earlier this year that HEAT would be partnering with TASO to host the Higher Education Evaluation Library (HEEL), we are pleased let you know that the HEEL Submission Portal has been launched to the LIVE database today, Tuesday 9th December 2025, as part of the Winter 2025 Update.
The HEEL Submission Portal is one component of the wider HEEL infrastructure: it is the part of the system through which organisations will submit their evaluation reports for publication on the public-facing HEEL website.
The HEEL website itself – where published evaluation reports will be available for anyone in the sector to view – is currently being developed, with a planned launch in Spring 2026. We would like to encourage HEAT members to begin preparing submissions ahead of the launch so that we have a good range of evaluations available in the Library on day one (*please see caveat below).

We are currently finalising the Terms of Use for organisations wishing to submit to the HEEL. Although we had hoped to complete this in time for the launch, it is important that the legal documents are completed carefully to ensure they meet the needs of the whole sector.
*Because of this, Coordinators cannot yet publish a HEEL submission. You can prepare and save submissions in the system, but the ‘Submit’/‘Publish’ button will remain inactive until the Terms of Use have been finalised. We expect this to be completed early in the new year and will notify all Coordinators as soon as submission functionality is activated.
